Regulations governing the

employment of yellow lavour.

The official "bulletin of Laws* of Petrograd of „ovember

8/zi publishes ab Imperial decras of September 27, votober 10,

authorising and regulating the employment of yellow labour

within the kupeian Ampire in localities to the mist of lake

Baikal,excepting within the xone of military operatione.

The Chinese astern (ianchurian) aailmy Administration is

entrusted with the organisation and contre) of the hire of

Chiness workmun for voverment and public institutions, and

for private undertakings of public importende,

Curtain passport, transport and custome privileges are granted

to workmen thus nired.

The Chinese „astern Jailway will render assistance to the

hire of such. workmen only when not less than 1000 are hired

and for a term not less than 9 months.

Applications in this connection are to be made to the arbin

offices of the railway.

Private undertakings, in widition to cost of conveyanue and

food of the man bir«d, must furtherrlodge a deposit

guaranteeing the return fare and cost of food.
